attitude of home affair in Randfontein

Home affairs in Randfontein denies a little boy with no parents a birth certificate. The boy is from Eastern Cape he is 7 years old both his parents passed on he does not have a birth certificate home affairs denies him an opportunity to have a birth certificate.

Please help.
