App**** for unabridged birth certificates in 2011.

I have been trying to get some help regarding my children's unabridged birth certificates that I app**** for in 2011 but still have not received them. When I app**** for the certificates I was living in Port Elizabeth and needed the certificates because I was relocating and had to apply for schools in Gauteng. After a couple of weeks I contacted home affairs and was told that they will look into it. I then left it because I was not getting anywhere, and thought I would just reapply. I went to home affairs in Centurion on 20 July 2015 and was told that I cannot reapply as the one certificate was ready for collection in Port Elizabeth since 2013. The other certificate, they say they have no record of my child. I now have to fill in forms DHA-24 and BI-288 to reregister him. But I was also told that because I app**** in Port Elizabeth I need to go sort it all out there, but I have lived in Pretoria since 2012. I contacted home affairs this morning I was told that I can phone Port Elizabeth and speak to the manager for him to cancel the applications so that I can reapply here in Pretoria. I been trying for hours and still no one answers the phone.
