APP**** FOR UNABBRIDGED CERTIFICATE IN APRIL 2015

I have appiled for my child's unabridged certificate in April 2015, I was told it will take 6 weeks and we will receive an sms notification to come and collect. I have went there several times to check what is the status of my application,even on the 14th Jan 2016 it is still not ready. I am not sure what is the hold-up with this department. I just need an explanation why would a certificate take up to 10 months ...
