Application of a death certificate for my father

In 2019 I did go to Orlando West Homeaffairs to register my father who was buried by government in 1978 then they told that after registration I can go to any Homeaffairs to apply for a death certificate but unfortunately Vanderbijlpark and Vereeniging Homeaffairs they were unable to help me they claim that they do not have a file of my father I have to go back to Orlando West Homeaffairs to apply I'm still waiting for the trains to be able to be on the route again so as to go back to Orlando West Homeaffairs I really don't know what is the big deal till today I haven't app**** for the certificate
