Application for unabridged birth certificate

I app**** for my unabridged birth certificate in March 2015 and was promised to have it within 8 weeks. It has been well over a year and it is still not ready. I have been calling Cullinan several times and visiting their office on numerous occasions following up, but they kept giving me call center numbers and cell-phone numbers of the people who apparently deal directly with unabridged birth certificates. On a countless number of times when I or my husband called the call center to follow up, we were told \the matter was being escalated\"...but till this day, my unabridged birth certificate is not ready! It is unacceptable! When I tried calling the cell-phone numbers provided to me, I could not get through - the phones were either on voicemail or rang unanswered...The delay in my certificate is causing a huge inconvenience as I desperately need it for important personal matters!"
