Application for Unabridge Marriage Certificate still not received after 4 months

<p>I app**** for a certificate in February 2016 and they say it takes 8-12 weeks. We are now at the end of June and still i have not received it. When my husband went in to find out why it is takings so long all they could say was the hold up is in Pretoria. We need this document urgently and when we have stated this clearly they dont understand what urgent means. Can anyone help please</p>
