Application for a legitimate surname change

I app**** for a surname change last year during May 2017. I have attached all supporting documents and the reply was that I should have a DNA test done. Now why should I have DNA test done when I have attached more documents than they actually require proving that I am in fact who I say I am and documents proving who my parents are. I'm desperately in need of help please.
