9months and still no unabridged birth certificate

I app**** in August 2014 and I still do not have this document. I escalated in November 2014, provide additional documents and have called weekly and recently daily since then. Every time I speak to the helpdesk I get a different answer and that they will escalate. But nothing ever gets done. My daughter has now missed 7 months of school and will have to repeat this school year as a result. What is going on there? I am at my wits end, please can someone help me. This is urgent and desperate!
