5 counters and 1 operating if your luckily

Been sitting in que for 2 hour with over 90 people queing behind me and only one counter open and only for 10 min at a time. How is this possible. And I'm not even talking about the collections line. I've only been this upset at the licensing department! Useless pathetic! Service my ads!!!!
