4 months for my passport still waiting

I am phoning them everyday asking begging to please help get my passport and they say they can not do anything as the problem is with finger prints, it has been stuck at fingerprints for 3 months and still they say the same story sorry the problem is the fingerprints department. I paid for my holiday and now will lose everything can I sue them? Must I get a lawyer to help me with them and get my vacation lost money back form them? I have been waiting 3 months for my kids underbridge certificates and they also say they do not know what the problem is I must just wait!!!
