2 years to change my sons surname

Over 2 years ago i app**** to change my 2 sons surnames. Got all i needed to and the changed my youngest sons surname no problem. I have received calls needing affidavids, court documents for my eldest and 2 years later, still nothing. Every time i call the call centre its in process. Can it still be in process for 2 years. Please i can not have 1 son on one surname and the other on a different surname. Please can some one help with the process at Home affairs Pta.
