2 Year to change surname and still incorrect!

On the 29th of June 2013 we app**** to have our daughter's surname changed. After following up for 12 months, they asked us to re-submit which we did on 16 January 2015 (they couldn't find our original papers). This morning we were told that the surname was changed but they changed it to the incorrect surname! They will now re-escalate it and can't tell us how long it will take to correct. We are planning to travel and can't make any arrangements due to this. It is grossly unfair to let citizens wait 2 years for a change of personal information and still get it wrong! Not even to mention the second case number we have in process due to an unabridged birth certificate not being issues and no feedback received!!
