12 months waiting for a unabridged marriage certificate!

We have app**** for an unabridged marriage certificate in Jan 2019 and still have not received this certificate and every time we contact ***) to follow up the feedback is, its gets escalated and we must phone back in a weeks’ time. We are highly frustrated and do not know what else to do to get this application processed and completed.
