Inefficient Department and staff

This is the 4th time that I had to take off from work to collect my daughters ID...so I have effectively lost 4 full days off work I arrive at 7am outside the home affairs at 3 :30 I'm still there... only 2 be told by the security guard that they are offline and I must come back.... this has happened 4times including today. Why is this department so inefficient especially near election times?

Absolutely ridiculous... I had to stand in the rain all day waiting to collect the ID and still was turned away.
