Tenders in Health

My wife had tender for delivering sugar at Far East Rand Hospital in 2018 and she delivered. When the treasury have to pay there were delays mentioning a lot of reasons among others no money,system changed, creating a new P.O. number,resend your INVOICE.We have done that since until now.We even sent an e-mail to Makhura but no respond.Please help u
