PAYSLIP IN MY WIFES NAME YET SHE IS UNEMPLOYED

My wife keeps recieving emails that contains a payslip,and this email is written in her name,I tried to find ways to open the payslip and to my surprise it's not in her name,yet these payslips are sent to her calling her by her name and surname,can this mean that she is employed at Department of Health but someone else is working in her position and getting paid, because there is no way that 2 people can have the same email address, Google does not allow it,where can I get clarity on this
