Non consultation of patience on wheelchairs.

I'm at Nontyatyambo hospital in Mdantsane, I brought in my mother on a wheelchair who is diabetic. The 1st doctor we saw told us that she doesn't want to consult people on wheelchairs, anyway we moved on. Now we have been waiting at the dispensary for 2hrs,because the staff there are having nice long chats between themselves. I want to know is this how patience should be treated in these departments.
