No sugar testing machine in a clinic????

My grandma went to the Umzinto clinic this morning because she cannot go straight to hospital but must go to the clinic first. When she got there, she was told that they dont have a SUGAR TESTING MACHINE when she couldnt even speak properly, no assistant what so ever. My mom than took her to the nearest doctor , Dr Kadwa, he did the test and advised that my Grandmas sugar is very high she must go back to the clinic and get a drip. She than went back to the clinic after a full day of waiting in ques as sick as she is (14h:00), At the clinic they had to wait again as they were told that the nurses are on lunch. Really bad service for a health institute something needs to be done this is ridiculous. What if my grandma dies who will be liable?
