No service at all in an emergency

I receive a call from my little sister 18yrs she got stung by a brown scorpion with black lines at the back. I am 500 kilometers away from home, she is the eldest of my 3 siblings. She went to MANKWENG Hospital Turfloop ,the whole day she came back now around 8pm the queue was long eventually when it was her turn to see the nurses they told her to come back tomorrow as the doctor is unavailable. Her foOt is swollen with black veins and she now says she can't feel her toes. I don't know if it's about service delivery but the hospital surely has a manager and doctors. I don't wanna believe one doctor is responsible for the whole MANKWENG Hospital. Please help. It is the only closest hospital and I want to know who is managing the hospital and responsible for emergency ward.
