Grant money for contract workers

I am saddened by the Eastern Cape Department Of health for not paying the contract workers that have been working tirelessly for them the grant money that everyone else is receiving. These people also work the long hours that are required by the hospitals even though they have a contract stipulating their working hours. These people also work in the dangerous and harzadous environment in these hospitals, they only earn a lousy R3. 500 a month and yet the department closes doors on them like they don't need the extra grant promissed by government.

Why are they not paid because sometimes especially porters that work night shifts and weekends need that money to get to work and provide for their families. Why is the government segregating its workers.
