Feeling sorry for patients going to state hospitals

Had to take a family member to Casualty at the Livingstone Hospital. I was dumbstruck - never in my life had I seen and experienced such hostility towards patients. Why? Because the patient was not able to pay for the medical service? Short staffed at the hospital? Whatever the reason, you as a doctor, nurse, admin or whatever role you play should know better than to treat a patient in such a way. In addition - not enough chairs for patients (and family member(s)) to sit on in the Casualty area. Toilets need to be cleaned regularly please! I know the staff work under pressure - I acknowledge that - but please treat the patients with respect and dignity.
