Drop the ban of tobacco and cigarettes

I have a domestic helper, who is complaining about the ban of tobacco and cigarettes, her husband is a smoker and his using his pay he gets from gardening to buy cigarettes at high price and depriving their of food. Please can you assist with opening up the ban of tobacco and cigarettes because innocent people are really suffering.
