Department of health ignoring public complaints

I've put in numerous complaints to the Department of health in pretoria,via email,SMS hotline,phone number no one answers the phone,they are just not assisting,there's no platform,to be assisted with ,how are they doing their job,without receiving complaints ,I've went to the City of Tshwane municipality first,but they are just as useless, their ohs is pathetic,there is no community assistance,it shows how these organisations are misusing funds and resources for their own gain , there is no organisations regulating the Department of health not the city of tshwane and their supposed to assist the public with complaints .this is pathetic.
