Death upon my cousin

I am in disbelieve with my cousins death,that happened on the 14 May 2018 ,As we went for a visit,we found his bed side closed up,We then questioned the nurse thy told us thy still busy with him.

After a while they told us we can go see him but he has just past on. We went in,As we got to his bed,He was still breathing through the oxygine supplier they connected in him,We called them to see this,But they told us it was his last breath theres nothing they can do. His gone.

Im still shocked they waited for him to die in those last heavy breath he was trying to hold on to,Instead they took a phone lights to show us his eye was nolonger moving as its been directed by light from a doctors cell phone.

Im still shocked, but I just want to understand if that is the procedures followed in this hospital????
