Angry neighbour

Last year I lodged a complaint to the Department of Health in Cape Town. My neighbour has extended his building *******ly and his building is now 3stories high. His tennants have been throwing their waste onto my roof and into my yard resulting in rats entering my property. He continues to build and fix and there is cement stuck to my roof and there are dents and cracks in my roof and kitchen wall because of his building. Now I see there is a lead wire spun from his window into my yard. I can upload a pic. PLEASE ASSIST OR REFER ME TO SOMEONE WHO CAN ASSIST AS THE DEPARTMENT OF HEALTH DID NOT INTERVENE OR DO AS THEY SHOULD HAVE.
