DA violating personal information using spam AVS calls

Can someone perhaps open a ******** or civil case against the DA for the constant spam calls that I and I am sure thousands of others constantly receive, from an automated voice system, that we are unable to unsubscribe from, nor have ever given permission to receive these calls?
