Electrical certificate that is worthless

I moved into a townhouse that I purchased several months ago. I immediately noticed that the one light didn't work.

When I contacted Delriet Electrical they informed me that part of their certification process does not involve verifying that the light works, and that it is my responsibility to pay for an electrician to determine the problem.

As I know of several people that have sold their homes, they had to go as far as paying to replace every light bulb to ensure that the lights were working - apparently this electrician has no such process.
