Waiting 7 months to transfer a car

Jun2014 my dad and I started paperwork to transfer my car to my name from his. My car didn't pass roadworthy so I replaced 2tyers and did road worthy again.(2 times drive)After that I gave in my proof of adress.At that time I was living with my father in law. He wrote a letter that said I lived with him. Joan sent me back (3rd drive) to get a sworn affidavid that I lived there. I handed it in after my 4th drive to dekra. Joan told my dad that we can directly transfer the car to my name and that there was no need to first get in off my dads name and only then onto mine. So we waited with no response.After 2months I decided to drive there and get my papers as I assumed it will be ready. ( 5th drive) I got there only to be told that she first needs to take the car off my dads name (condecending what she said earlier). My dad had to drive there to take some documents for that. And she informed me that my proof of residence is now older than three months and I had to bring a new one. So I did. (6th drive). So all the paperwork was in. In Dec I got a telephone call tellig me the case will be postponed till Jan. Jan I hear nothing. Now I hear my roadworthy has expired and I have to repeat
