Technical inspection not picking up damaged radiator and bent piping

Dekra takes no accountability for giving the all clear on a vehicle with a damaged radiator, bent piping and leaking water. Full technical test, firstly with a missing diagnostic test, had to request that before it was done. Bought the vehicle based of the report as it is a trustworthy company they say. Just to find out at a deal who opens the bonnet that there are damaged and leaking to the radiator. How does a professional company that works on vehicle everyday miss the antifreeze smell or bent dripping pipes. Now they just pull up their shoulders and say well not their problem
