Change of ownership and disc renewal

I recently went to Dekra Automotive in Westgate to have my car (Polo, VW) tested for roadworthiness. I enquired whether they offer disc renewal and change of ownership to which he confirmed.<br> <br> I paid R407 for a roadworthy test and R750 for change of ownership and disc renewal. The roadworthiness was performed immediately on site and he advised that I should come back in 3-4 days for the collection of the other documents (disc and ownership).<br> <br> I went to collect the abovementioned documents on several occasions but being provided different excuses as to why they are not available. Upon enquiry from the receptionist, she informed me that they do not offer the services I had paid R750 for. The response I received after mentioning the R750 payment, she told me that I should speak to the manager (Johann).<br> <br> Eventually, I received the change of ownership form after two weeks with no renewed disc. He stated that I need a police affidavit to be able to receive a disc - which is not correct as the traffic department would not have issued change of ownership without an affidavit in the first place. I suspect the guy is a *****.
