Infringement of consumer rights

I did a lay bye before lockdown then when they started operating again I decided to change the item but now they say they didnt give me the correct documentation and want to charge me for a mistake that happened from their side they refuse to give me a refund for the full amount which I paid the manager is very arrogant and the head office is useless to say the least
