Debt safe

I need to understand who is responsible for clearing my name after I've paid for my debts and got a clearance certificate, because I was under debt safe and got my clearance certificate and was informed that they have done their part to notify credit bureau for my clearance even sent emails as per proof to all creditors.but now I don't understand why am I still on red flag even after a year of being cleared it's frustrating because I can't even have a home or apply for loan as some creditors still things I'm a risk customer.

Please help me clear my name .
