Debt review

I made a call to SMART DEBT to find out if the put me under Debt council if it will bring an end to my financial struggle, the counselor on the other side gave me a call and inform me he first need more information before he can provide me with a quotation and he will send me a link where i can sign. This was done in January this year, in the meantime shortly after they send me the quotation I realize this will not be a financial benefit to me and I cancelled from them, I needed to pay a R350.00 cancellation fee, whereby I requested bank details and never received it, only to find now in November they send me SMS I own them more than R4000 and If I do not pay they will take further action
