No clearance after a year

After a year being having all my accounts paid up and receiving the paid up letters from all the companies I never received a clearance certificate, and found out that my name has not been cleared on debt rescue's systems, I spoke to someone on the phone two weeks ago and was told they will get the clearance department to send me my certificate, nothing yet, I sent another mail a week ago still nothing, and now we are on week 3 and still no certificate and the fact that I have been done with my debt rescue a year ago but my name is still under debt review?
