Worst Service Ever!!!

Worst Service ever, they offered a settlement amount for my Absa Credit Card which I paid off in September 2021. They still haven't sent be a settlement letter. Worst thing is I am being harrassed by another debt company about the same account which has been settled already. I need that settlement letter, is there an Ombudsman for debt collectors I can report this to?
