Violation of Consumer Protection Act

NADINE AMEELS from Dean-E Collection sell slippers at several markets in and around Port Elizabeth and St Francis Bay. I bought a pair of expensive slippers from her at a Christmas Market, which unfortunately were not anti-slip, as claimed or advertised. She was happy to accept the unworn slippers back, with a promise of refunding me via EFT. Three weeks later and she has not processed the payment; sent me some ****y messages and blocked me. Other shoppers must be warned against this unprofessional, unreliable lady! Surely this is a violation of The Consumer Protection Act in our country?
