Takes money but doesn't deliver

In Jan 2026 I paid Reynhardt De Ruyter R7 250 to replace and install a solar collector. It is now 11 April and the work has not been done. All attempts to get him to do the work have failed and no response to my request to return the money. I have had to go to additional expense to get another contractor to do the job.
