Vicki bowey from de Lucia group is harassing people based on personal dislikes.

I have problem in isle hoff birchleigh with person who is appointed by de Lucia group to manage the complex. Vickie bowey and segopolo ndhlovu who is body corporate of the complex all of a sudden changed rules in regards to pets allowed in the complex .When i signed my lease agreement it allowed me to have cat and dog on the premises and i recieved a letter from body corporate that they allow me to keep my cat and dog, now all of a sudden it was placed on my account R 500 penalties and R150 communication fees due to i am failing to comply with body corporate rules because I am having cat in my house. And cat is a nuisance to someone in the complex. We have 11 cats in complex, belong to 6 different units .When I stated that i signed lease when cats was allowed I got an answer from vickie bowey that she is not going to communicate with tenant only the owner. Now she said that i must not let my cat go outside, which i consider as cruelty to animals. I have contacted SPCA to report this issue already. Another thing is common property pipes (which is body corporate problem to solve,)was blocked outside of my property i am renting currently, none of other residents got bill for plumbers, but vickie bowey put R 790 on my account as it was my fault. When I asked why it's placed on my account answer was because she think blockage came from my unit. 4 units on the same pipe line. Why she decided that it's my unit fault only. Blockage was with personal hygiene things which nobody using in my unit and pap ,which we don't eat at all. But charges still placed unfairly on my account.

I need help from SPCA and also legal expert advise,who can stop this harrassment towards me. Its unfair, ******** and unreasonable.
