Manipulating Bills and Electricity Readings

i have been a residence of the Kemptonian Complex in Kempton Park , Casuarina Street , for around 11 years now and had no issues with water , lights or rent

the i live in a 2 Bedroom Flat with my wife and Kids , during the Day my Mum is at home and Kids are at school , myself and wife are at work only back after 6 / 7 every day

for the past couple of Months my lights bill has been going above R1000 the most recent bill was for R1800.00 that was for October 2017

when i queried this and called De Lucia the following was sent to me in Writing :

"Good day

The water and sewer charges are calculated per participation quota as per the Sectional Titles Act. The electricity readings do reflect on each statement, and the reading dates in the reference column of the owners’ statement. The electricity is charged as per the readings on your unit meter.

Mr Thabantso, perhaps you can assist here. I would like to arrange that the electricity be switched off at the DB board inside the unit, and then that the meter be checked for movement outside. Please confirm whether you can assist and be present for this test.

i have since not heard from Karika at De Lucia or the Body Corporate , there are owners that are sub dividing the 2 bedroom and 3 bedroom flats and are leasing it out to people , i am now paying for some one else WHY ?

i have done some research around Kempton Park and at the Kemptonian we are paying the most for water or Lights , i have a 2 plate Gass Stove that i use for cooking for 2 years now , all bulbs have light savers , washing machine is water saver , geyser has a automated shut off switch and is not on the entire day

why am i still being bill the ridiculous amounts for water and Lights

matter needs to be resolved
