Harassment from de lucia properties

We have been dealing with de lucia properties for years...at the beginning we had our upstairs neighbour constantly dropping heavy things on the floor (our ceiling) and our downstairs neighbour would be knocking their ceiling(our floor) just for us walking quietly,we spoke to de lucia and no action was taken...in our new place there is no security where workers just wonder in to our yard talking and workers as well as our neighbour is harassing us,we have spoken to the supervisor and de lucia properties and nothing is happening...
