theft of an item

I ordered two clothing items online from India and dawn wing was the courier company, the company in India said they has sent the two outfits weight was 550 gm and when I had recieved the parcel ond opened it only one clothing item was there, I had called Dawn wing and they informed me that the parcel was also 550 gm How can this be when only one outfit was in the parcel.
