Order not delivered

The parcel I was supposed to receive did not get to me. I tracked the item online at dawn wing (UA***) and it shows that the item was delivered today 10 Sep at 9:43 signed by V. Masih and that person is not me. Problem I have is that firstly I was not called by dawn wing to alert me that they have arrived and secondly, the person that signed for my parcel was not me,meaning that dawn wing did not ask for an ID/drivers silence in order to ensure that the parcel is being handed to the correct person. Dawn Wing needs to account for this.
