Charging for no work delivered

Smart Leak Detection Africa (Darton Plumbing) was called to come and view and quote me for a leaking roof issue. The technicians climbed all over the roof, took photos and I was really impressed expecting now to get a detailed quote once they have assessed the issue. In the end they charged me R1050 only to tell me I have a leaking roof issue and I should consult a waterproofing company. I had to ask for the photos, seeing I am now starting all over again, I called the office the same day to complain about being charged for something I already knew. All I kept getting was an apology and not can we give you your money back. I heard nothing back and called 12 days later with more apologies and an offer to give me a portion of my money back. So I paid for what? Really sad when you have used a company for 5 years and they treat you this way.
