Extremely angry customer

Ordered and paid for 2 pairs of shoes 16 August 2024. By end September 2024 I still did not receive my order. All I received was promises and excuses. I requested a refund which again I was promised to have the money in my account in 4-5 business days. It is now 29 October 2024. No shoes and no money. Do not do business with this company! Is there any way that they can be reported to the Department of Trade and Industry. People that **** others from their hard earned money should be shut sown permanently.
