Refunds Failure- Correspondence Dis-functional

I placed a request for my refunds last year in November. Yesterday when I called them told me that Damelin Menlyn had only sent the refund forms only on the 13th of February which is basically 3 months later. That money is needed for paying my fees for this year and I cannot do anything without it.
