not giving materials not giving money back either

In 2014 we paid for a course with damelin we receive all but about 20 books short. We waited and asked for books or money back from about June 2015. They did not respond much. We then demanded our money back in full. They refuse they want to charge penalty's FOR THEIR IGNORANCE..!! They wanted the books that we recieved back an sent proof. They still REFUSE to give us our money back.
