No refund on registration fee

I went to register at Damelin East London for a Bookkeeping to trial balance course. A lady advised me that I need to pay a registration fee to guarantee my place in the class, I immediately went and paid this fee and returned to her with my proof of payment, this was done beginning of February 2015. It's almost 6 months later and the classes haven't started yet! I kept phoning and leaving messages, for some or other reason everytime I phoned, they were either in a meeting or out the office. So anyway, I wanted to cancel my registration at Damelin and was told there is no refunds for registrations. When asking AGAIN when this course will start, they were clueless and kept transferring my call, and I'm still waiting for that call to also be returned. So no refund and still no classes!!!!! Surely someone somewhere out there should know what's happening there.
