Damelin Took my registration Money and fees

I app**** to study this year on the 8th April 2015 with Damelin DCC with hope and excitement to further my studies, after registration i was told that i will receive my study material within 28 working days, even now i have not received anything, i am sent an SMS that i need to pay my monthly fees to avoid being listed on ITC, how possible is this, could i be ****** out of my money and right to further my studies?
