damelin refusing to send my certificate

After a year and a half of mess ups from damelin and me phoning in every week I am still waiting on my certificate.<br> On the 7th june I was assured by Russel that he would find out asap what the delay is with my certificate. its been a month later and he has still not gotten back to me even after I have sent emails to him querying this.<br> I dont know what else to do.
