Damelin - No Certificate One year later

I need urgent assistance or advise please. I am not sure if this is the correct channel, if not, I would appreciate it if you can point me in the right direction. I am mailing you because my son attended Damelin college, Cape Town in 2019, almost a year later he still has not received his certificate. When I correspond with Damelin they inform me the delay is not with them but with SETA. They informed me they have sent everything to SETA and awaiting on SETA's feedback to be able to supply us with the final certificate. I also contacted SETA and they mailed me back, informing me this is false as they have nothing to do with this.

We are unable to apply for jobs or internships, as he has a qualification but unable to prove it due to not having the certificate.

It has been almost a year since my son successfully completed his course but has not received his qualification.

I would greatly appreciate your assistance in this matter. Please let me know if you require any additional information.
